Some users might prefer to not see a reminder that encryption is possible.
This might be especially useful for users who experience slowness caused by S/MIME checks.
It might also be useful for debugging purposes, e.g. for users who experience unknown problems when composing an email.

It would be useful to have this pref on esr102.
