The "Only Show on New Tab" feature in bookmarks doesn't work when the New Tab is set to a blank page.

Steps to reproduce:

  1. Create a bookmark on Firefox 102
  2. Change the New Tab setting from Firefox home to Blank Page
  3. Right click the toolbar and under Bookmarks Toolbar, set the visibility to Only Show on New Tab

Actual results:

The bookmarks tab does not show.

Expected results:

The bookmarks tab should show.
