custom notification sound not working, only plays system sound

When selecting a custom wav' sound, I select custom wav sound, choose a .wav
file and click on test and it still plays the system sound. It also plays the
system sound when receiving email. This is the same as the PC platform, but it
definetly does not work on the Mac either!

Reproducible: Always

Steps to Reproduce:
1.Open up Mozilla.
2.Goto Edit/Preferences, click on Mail&News tab, click on Notifications tab
3.Select 'Play a sound', select Custom cound, select a sound file (wav).
4.Click on Preview.
5.Apply the settings, leave the preferences, make sure Mail&News is open.
6.Receive email (send one to yourself or something). 


Actual Results:  
At step 4, even if custom sound is selected and a .wav file (or any sound file
that shows up in the browse section) will not play. it will still be the system
sound.

At step 6, the system sound will also play, even if a custom sound is selected.

Expected Results:  
At both steps 4 and 6 it should have played the sound custom sound file which
was selected in the preferences.
