print margins don't get honored, when printing using the macOS system dialog, with custom "Paper Size" entry

STR:
- View attached testcase in Firefox on macOS.
- Cmd+P to open the browser's print dialog
- Click "Print using System Dialog" (at the bottom right)
- In the system dialog's "Paper Size" dropdown, choose "Manage Custom Sizes".
- Create a custom size 8.5in by 11in, with "Margins: User Defined" and set to something obviously-large, e.g. 3 inches on all sides.
- Click "OK". (This takes you back to the system print dialog.)
- In the "Paper Size" dropdown, choose the custom size that you just created.
- At the bottom left corner, click "PDF" and then "Open in Preview" (or save
EXPECTED RESULTS:
The generated PDF (shown in Preview) should use the (obvious/huge) custom margins that I set in step 5.
ACTUAL RESULTS:
The generated PDF uses regular default margins, not the custom ones that I asked for.
Chrome gives EXPECTED RESULTS (though only for large margins -- if I adjust the STR to use e.g. 0-sized margins, Chrome seems to clamp to the default margin size).
Firefox and Safari give ACTUAL RESULTS.
