Hey Dale,
I've tried looking for the pref in our latest nightly build, but without any success.
From what I can gather the pref would be "quickactions.randomOrderActions" with either true or false values, but when searching for it in about:config it doesn't show up. I have also tried adding it manually, but setting it to true or false doesn't seem to change anything.

Hi Cristian, the pref should be browser.urlbar.quickactions.randomOrderActions
and it will require to have been set on startup

Verified using browser.urlbar.quickactions.randomOrderActions
set to True, that the quick actions items are different or arranged in a different order. The order stays the same after several browser restarts.
Verified using Firefox 106 beta 2 and latest Nightly 107.0a1 2022-09-22 under Win 10 64-bit.
