Similar to bug 1727565. If milliseconds and microseconds of the parsed timestamp are 0, they will be missing from the timestamp and parsing it fails.

The previous fix was lost when moving from gecko_taskgraph to standalone.

Bug 1784232 should bring this fix back to gecko.
