For the Recently Closed links, we should show the title tag only when hovering over the URL (since it shows the full URL, which is important). The tab title and timestamp don't need any kind of title tag because the info re: "Open ___ in new tab" is easy enough for users to expect, since that's generally how things work in Bookmarks, History, etc.

Same for Tab pickup — we have some redundant titles like "Firefox on ___'s phone" and the "Open ___ in new tab" seems unnecessary. However, we should keep the title for the URL.

This string can get elided (if there isn't enough space and/or the device name is very long - note that the device name is user-customizable and comes as one (sender-localized-default) "Firefox on X's phone" string, so we cannot easily choose a specific part of it to show) and we do not know when that cutting off happens. Hence the tooltip. Do you still feel the title should be removed?

I actually personally would like the time bits (in both recently closed tabs and tab pickup) to have a tooltip with an absolute date/time (e.g. how things work here in bugzilla), rather than no tooltip at all.
