PluralForm is a legacy Mozilla-only method of allowing for localised messages to provide plural variants, and used in a relatively small number of places for strings in .properties files. All of these should be migrated to Fluent.

Once the users are removed, the two implementations of PluralForm (intl, devtools) should also be removed.
