Steps to reproduce:
- Go to https://www.twitch.tv/
- Press the Log In button.
- Resize the window so that the Close (x) button from the Login dialog and the PiP toggle button overlap.
- Click on the Close (x) button.
Expected result
- The Login dialog should close.
Actual result
- The PiP window is opened.
Regression range
- I'll will find a regression as soon as possible if there is one.

This issue does not seem to be a regression, I was able to reproduce it way back to Firefox 67.0a1 when the PiP toggle button was smaller.
