On Mac OS X, it is standard behavior for an application to create a new window
if the application currently has no windows and the user clicks on the
application's dock icon.
Reproducible: Always
Steps to Reproduce:
1. start Mozilla
2. press command-w
3. click on the Mozilla icon in the dock
Actual Results:
Nothing. :-)
Expected Results:
A new browser window should have been created.
