MULTI_ACTION should wait for migration to close if one of action type is SHOW_MIGRATION_WIZARD

Currently , code checks for action.type as SHOW_MIGRATION_WIZARD to wait for migration to close before navigating to next screen.
With easy setup experiment , we are using multiple actions with SHOW_MIGRATION_WIZARD will be embedded as one on of the MULTI_ACTION and should wait till migration is done before navigating

I have verified this enhancement using the steps from here and I can confirm the following:
- Firefox is set as the default browser.
- Firefox is pinned to the taskbar.
- The "Import" wizard is opened and after the process is completed you are redirected to the new tab page.
Verified using the latest Firefox Nightly (108.0a1 Build ID - 20221103214316) installed on Windows 10 x64, macOS 12.6, and Ubuntu 22.04 x64.
