can get into a state where the filter dialog opens and a news server is 
selected.

note, we don't have "news server wide" filters yet.  if we do, this might not 
be a bug.

right now, from the UI, can't pick a news server.  news filters are per group.

but if I select a news server and do:

Tools | Message Filters...

or use account central (Create Message Filters)

the filter UI comes up with the news server selected.

one thing we could do is select the first newsgroup on the server (but note, 
what if there aren't any newsgroups on that server?)

the fix might change if we implement global (server wide) news filters.

invalid, as server wide filters are coming.  see bug #19403
