Set release status flags based on info from the regressing bug 1530373

Bug 1530373 adds a significant new feature and is a prerequisite for other high priority work. Some installer size regression was expected. This new feature (CTAP2) makes an old feature (CTAP1) obsolete, and we will be able to remove some duplicate code once we're done testing the new feature. That removal will happen in Bug 1737205.
