These are only used by tests, and in all the cases there should be alternatives using GUIDs.
PlacesUtils.tagsFolderId and tagsFolder are out of scope due to bug 424160.
The scope is reducing the likelihood of introducing more use of itemIds while we're supposed to use GUIDs.
