This probably has to be done somewhere below mozilla::PreloadService::PreloadOrCoalesce when aEarlyHintPreloaderId != 0 and starting the preload fails for any reason. Follow up on review https://phabricator.services.mozilla.com/D163862?id=655722#inline-905371
