Steps to reproduce:
I launch the browser, open the page and try to download the file / save the image "Save as..."
My system:
Devuan 4 chimaera (last update)
Firefox 108.0.1 | Flathub version
Actual results:
Nothing happens
Expected results:
A menu opens to select the folder to download / starts downloading in the download list

The Bugbug bot thinks this bug should belong to the 'Firefox::Downloads Panel' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

I tried to reproduce this issue using flatpack builds on ubuntu 18.04 but I cant reproduce it, unfortunately I dont have a Devuan 4 Chimaera OS to try this on.
Ill add the Qa-not-actionable tag for now and ill try to install Devuan 4 in Virtual Box.

Could you please check in about:preferences what's your default download folder and report here?
Does changing it help?
Could you please take a log from about:support, and attach a txt with that log to this report?

fwiw bug 1767393 comment 9 suggests that this can be caused by the default download directory being a symlink.
SOLVED!!!
You should have installed the xdg-desktop-portal-gtk package as well as the xdg-desktop-portal package (preferably)
In my case it is:
su
apt install xdg-desktop-portal-gtk xdg-desktop-portal
!!! Make sure to reboot your system afterwards !!!
