It seems like the Message | Attachments menu is always disabled

Confirming for 112.0a1 (2023-02-27) (64-bit), Win10.

STR

• Select a msg with attachments
• From main menu, go Message > Attachments

Actual

• The Attachments menuitem is disabled

Expected

• The Attachments menuitem should be enabled and have a submenu with attachments and multi-attachment actions, as in 102.

In bug 1816824, I'm adding a test for the Message menu, which will need updating when this bug gets fixed. And while you're here, please assign IDs to the four items inside the attachments menu.

We have other means of working with attachments, so I feel like this doesn't need to be P2

Many inexperienced people using a screen reader always work through the menus to get to the attachments. Accessing the attachments is otherwise very complicated and should be fixed as soon as possible.
