Process and download wp_buffer if we're requested to handle it to browser and not when arrives from portal.

This would be good to report upstream. As discussed with Martin, this is something that would be good to have, but needs more work as the whole code would need to accommodate to this workflow.

Some buffers may not be handled to browser but we want to extract mouse cursor info from all of them to keep track of it.
