Details

we will shift our Single Tracking Bugs (STB) to be Meta, this means that they will track all the failures, but any needinfo, patches, etc. will be a new bug.

we need to communicate this and update all docs/training/etc.

This can happen without adjusting existing bugs or treeherder

we should post to dev-platform (etc.) first so that we can get any discussion out of the way before moving forward on other changes.
