While webRequest currently blocks network requests at startup until all rules have been loaded (added in bug 1447551), the DNR implementation does not yet.
We should consider doing this, maybe even before releasing DNR as a feature (bug 1782685).

We have several bugs that track specific optimizations (and more are underway). We're awaiting data from actual usage of extensions to inform part of the optimization strategy, and at that point we can mark these as blockers of this bug and ultimately block network requests at browser startup until the DNR rules have been loaded.
