Steps to reproduce

  1. Have FF installed on machine.
  2. Go to about:preferences#privacy and set ‘Never Remember History’ under History settings.
  3. Do a restart.
  4. After restart, go to Hamburger menu and select to open a new private window.

Expected result

  • Firefox Private window should be opened without issues.

Actual result

  • Firefox Private window is opened as a normal window.

Additional notes

  • Not a regression as the issue reproduces back to 60.0a1 (20180306220120), changing severity to S3.
  • Same issue reproduces if 'Use custom setting for History' and 'Always use private browsing mode' are set also.
