I am running Mozilla under ru_RU.UTF-8 locale. The "Server Certificate Expired"
shows the local date (in suggesting to make sure the local date is correct) is
shown garbled - as the UTF-8 displayed as if it was an iso-8859-1.
BuildID 2002112315 (trunk) compiled and running on Red Hat Linux 8.0.

I checked in bug 246905, which doesn't so much solve this bug as make it moot.
The underlying issue may be the same as bug 234856.
