when i have one window open, i press the navigator button, it opens a new
window. when i press i again to open another window, it just switches (sorta
like alt-tab) to the other already opened window. it just keeps on doing that
instead of creating a new window. if i have 3 windows open, it just goes through
those 3 windows instead of opening a new one, and so on and so on. tried and
found with navigator, and composer. don't know about mail, and address, and
chatzilla.

Reproducible: Always

Steps to Reproduce:
1. open window
2. click bottom-left corner button
3. click again to "try" to open another new window.

Actual Results:  
can't create new window unless only one is showing.

Expected Results:  
mozilla should have opened a new window.
