It looks like Safari's password export to CSV function exports the following headers:
Title,URL,Username,Password,Notes,OTPAuth
Is this enough to import into Firefox's password manager?

From local testing, yes, this appears to work out of the box. Some of the fields aren't imported (like Notes) because Firefox doesn't (currently) support them, but it looks like the really important bits (username and password) transfer just fine.
