Looking at a profile with D177879 enabled, the only thing that happens while waiting to shutdown is HandleDirty. I am not sure what is actually triggering that HandleDirty but it might be worth to understand if we can disable sPreferences->AllowOffMainThreadSave() for background tasks in order to avoid async surprises during shutdown here?
