It turns out the prior attempt didn't quite get far enough to actually make WKTR run on Azure Pipelines; this does, and https://wpt.fyi/results/?run_id=5075764460912640 is evidence of this.

PR 40099 applied with additional changes from upstream: 7a2e435ccf363762788b3b4a42ece7d3cff12947, 643d331a8eb5c1c50d26cb75222299d288c6758c, 9c556e5efd9619244e233ede310fc05bdee04380, 16aaf81e615fdaa8779084f2756760abf0e5721e, 04e0a9b7f7e77d1279e7fb375ed3ec250f8f072d, 9cdb137a364c72a32ebd644f08b6910a973dbc44
