When message-bar wraps the padding changes since it depends on the margin from the button. If there is no button and it isn't dismissable it also has less padding around the text

This ended up sitting long enough that we no longer need the interim fix since bug 1844850 is ready using moz-message-bar
Going to WONTFIX this in favour of using moz-message-bar
