Extension recommendation message
We currently use message-bar to display a message to users in about:addons informing them of some of the general logic behind why they're seeing certain addons in the "Recommended Extensions" section of the page. We should use moz-message-bar here to take advantage of the improved design and accessibility properties of the newer element.
