say '(empty)' even if it is not empty.
Reproducible: Always
Steps to Reproduce:
1. Create a new bookmark folder.
2. Place a bookmark in it.
3. View the folder from the Bookmarks menu.
Actual Results:
The first item is '(empty)'.
Expected Results:
There should be no '(empty)' item.
This appears correct after Mozilla is exited and restarted.
