Entering secure site dialog appears upon closing window

Details
If you enter a secure site, and close the window before the site loads, a
message telling you that you are entering a secure site appears AFTER you close
the window. Similarly, if you start to load a secure site, and then go to a
different page, you get two prompts: one that tells you you are entering a
secure page, and then immediately afterward one that you are exiting a secure page.
In the case where Mozilla is closed, nothing should happen. In the case where
you go to a different page, it's confusing to click two very similar dialogs in
quick succession, and doesn't make much sense, since you just told Mozilla to go
to an insecure site, but then Mozilla tells you that you're going to a secure site.
A possible solution would be to have Mozilla show the entering secure site
dialog right before it displays the web page (i.e., once it's connected and has
received enough data to show at least part of the web page). Currently, Mozilla
allows you to interact with the site before it tells you, which defeats the
purpose of the prompt.
Currently using 2003010408 on Windows XP.
