Most/all of the strings that is used in about:cache are not localized. They are hardcoded.
Will a user ever see about:cache? If not, why should it be localized?
A user will see it if he manually types the url in the location bar...
And a user will do this because.... of what?
I'm a german user and my english sucks ! But IMHO we don't need a translated about:cache in any case.
bz: A user probably does it because he was told in a newsgroup that he can see all documents there that Mozilla saves in Cache - I think it might be nice to have it, it's no must though. I'd say, don't WONTFIX it, but set it to low priority, and perhaps helpwanted...
what if an intl web developer wants to see the contents of cache? i.e how does s/he make sure mozilla does/doesn't stores info in the cache?
Is this something web developers actually do commonly? I agree that if someone wants to spend their time localizing this they're welcome.... *shrug*

I can see that at least about:, about:plugins, about:rights and about:robots are translated in my Firefox. I agree with Suresh in comment 8.
Confirmed that about:cache are still not localized as of today.
