The only way to move out of the location bar is to use the mouse. I would expect the TAB key to accomplish the desired shift in focus. Reproducible: Always Steps to Reproduce: 1. Either use the mouse or type CTRL-L to move focus into the location bar. 2. Try to move focus out of the location bar (to the content area) without using the mouse. For example, press TAB. Actual Results: When TAB is pressed from within the location bar, the contents of the location bar are highlighted. Expected Results: I would expect that pressing TAB from within the location bar would shift focus to the content area.
