Just enabled junk mail controls on a couple of IMAP accounts. I chose not to
have messages moved to a Junk folder, but the Junk folder was still created.
Reproducible: Always
Steps to Reproduce:
1. Turn on junk mail controls for an account, but don't enable 'Move incoming
messages determined to be junk to:'
Actual Results:
Junk folder was created
Expected Results:
Junk folder should not be created until the first time I enable 'Move incoming
messages determined to be junk to:'
