I installed Mozilla 1.2.1, and then 1.3b. Latter install never completed, and never does, claiming to need to exit to allow another install to complete.

User-Agent: Mozilla/4.0 (compatible; MSIE 5.5; Windows 98)
Build Identifier: Install Mozilla 1.2.1 and then 1.3b; get into infinite loop.
I installed Mozilla 1.2.1, claimed to be the "Latest and Greatest" at
www.mozilla.org, on my wife's Windows 98 PC. Upon completing the install
Mozilla launched, and took me another page at Mozilla.org asking me to test
1.3b. I downloaded this and ran the installer -- it asked me to reboot. After
rebooting, every time I try to launch Mozilla it claims it has to exit to allow
another install to complete.
No matter what I do, Mozilla will not install or launch, insisting on exiting
so some other install can complete. I have searched the registry; tried
different install options.
Not amused; and I'm a fan. Someone who isn't wouldn't waste the time I have.
Why take someone to what's claimed to be the latest, only to make totally
inaccessable a test version?

Steps to Reproduce:
1. Install 1.2.1
2. Install 1.3b
3. Enjoy the frustration...
Actual Results:
After either running the 1.3b install, or clicking on the Mozilla icon, the
Mozilla splash window appears and immediately after an error window
claiming "The program must close to allow a previous installation to complete.
Please restart." (Exact Quote). Restarting results in the exact same sequence.
Expected Results:
*#$@#$ install!!!!!
Version 1.2.1 did not ask me to restart, but instead immediately launched a
browser. The first window took me to an offer to test 1.3b, which I downloaded
and installed without rebooting. Then the above started.

This bug will be solved in 1.3, which should be ready in a week or so (1.3b is
still a beta !). Workaround: don't reboot in the middle of the installation ( it
wasn't true).
