No right click on folder items in personal toolbar folder

Hi All,
On the shortcuts that run horizontal across the top on my screen
(the items in my Personal Toolbar Folder), I am able to right click
on each shortcut to get a context menu. Except, if the shortcuts
are in a subfolder. This makes it difficult to open a shortcut in a new
browser window: you have to open a new browser windows from
the file menu, then open the subfolder and left click on the shortcut.

p.s. even though I marked this a minor, it would still be nice to have the
functionality. :-)
