It happened to me on the last two Win32 nightlies, eg. the one above and the one before that. Back to 2003032504, and it's a-ok again.

well... i don't see a bug that was fixed in the last day or two so resolving WFM (bug 198924 was the closest)

Not so fast. The reporter in bug 198924 sez he used 20030320 and tooltips didn't appear. Then he updates to 20030323 and "it works, too" (strange wording, but i suppose he meant they work again). I was using builds from 20030326, and they don't appear. I go back to 20032504, and they work again. Could be that it's Win32-only. Reopening.

grrr... no bugmail before coffee... i misread comment 2 as it working in a /more recent/ nightly not an /older/ one... unconfirmed is just fine for now.

This should be confirmed: error occurring on build 20030414 Windows XP. It draws the empty tooltip window, even for items that don't have tooltip ability (can text have an alt= property?). For instance, I mouse over "Leave as UNCONFIRMED", and the empty tooltip window appears :-) Occurs for buttons, text, links, input elements, empty document space, even the scrollbar <g>.

Not sure if this is related, but I just noticed that the "Back" selection list (click the down arrow) appears as a window of the same size as the empty tooltip.

This should be a duplicate of bug 201889 (since that one was just resolved fixed). Others reported the same behavior, and I can no longer reproduce it since the fix.
