When right-clicking on a link in the personal toolbar, there are no hotkeys for
items on the menu it presents.  There are hotkeys on the right-click menu for
links within a document.  I expect to be able to right-click a personal toolbar
link and press "T" for "Open in new Tab", and so forth.

I can see the argument "You've already got your hand on the mouse," but if that
were the case, why are there hotkeys for the context menu on links within a
document?  If personal toolbar links aren't supposed to represent links like
that, why do they underline themselves on mouseover?

Reproducible: Always

Steps to Reproduce:
1. Right click on a link in the personal toolbar.

Actual Results:  
I'm presented with a menu.


Expected Results:  
I should be presented with a menu containing some notable underlined letters
indicating that I could press one key to utilize.
PTbar and BM manager use the same context menu...
