The black lines in the nav/loc. toolbar overwriting the nav buttons (instead of greying) doesn't look good. Much too 2D and it looks like a draw error.

move to later milestone to eveluate whether it needs any modication. in general, this is one of the visual elements that belongs to this particular skin. As well all know, all visual elements, such as color choice, color, and icon images, etc., are associated with different skin themes. This skin later will be called "Modern" and other different skins may not have these lines at all.

this part will be polished for the make-over of the modern skin which starts right past nsbeta2.
