Aside from gfx scrollbars, which I assume are involved, I see zero overlap between this bug and 19376, which involves only submission of a form after entering text in a field. Reopening.
With the Nov 30th build, I also see this problem when GFX scrollbars is enabled. However if I disabled GFX scrollbars in Preferences, this problem no longer occurs for me. Based on this information, I believe that is problem is caused when enabling GFX scrollbars.
