On some ocasions this does not happen. Reproducible: Sometimes Steps to Reproduce: 1. 2. 3.
Forgoth to metion this also happened with phoenix cvs-20030423 in redhat linux 9.
And just to be anoing why doesn't phoenix/mozilla detectes if files existes and asks the user if whishes to resume? and what happened to the download manager? try to bew better and not the same has internet explorer
