and move Sort method from nsIXULTreeBuilder to nsIXULTemplateBuilder
This merge can save some code footprint because both content builder and tree
builder inherit from a base class.

I don't think anyone is going to work on this given the plan to remove the XUL "tree" widget (bug 1446335).
