Reproducible: Always Steps to Reproduce: 1. go to a website with scroll bars 2. scroll down for a second 3. start scrolling up Actual Results: Scrolling stops for a second before changing direction. Expected Results: Start scrolling in the other direction straight away.

Reporter: Are you seeing this with keyboard or mouse-wheel scrolling?

confirmed with mozilla build 2003050509 WinXP No problem with the mouse wheel but when you use the keyboard, mozilla pauses like a second before changing direction

Internet Explorer does this too. I don't think it's a big problem.
It's the same without smooth scrolling. I think it's not a bug, but a way to not confuse the reading and to have not any headache.
