Per Gordon this is not used.

LXR turned up no code references, and prefs entries in ja-JP, trunk, phoenix and
minotaur, plus "tools/footprint".

I've flipped the pref in all plats, Mozilla 1.4b, and it affected no obvious
behaviors.

I cleared the URL field and stored the search results here, because searching
the entire tree for text for such a short result is kind of mean to the server.
