When you have the 'Site Navigation Bar' displaying and you 'shrink' by clicking
the bar's knob, and you hover over the resulting knob, it displays a null tooltip.
Reproducible: Always
Steps to Reproduce:
1. Click View > Show/Hide > Site Navigation Bar > Show Always
2. Click the Site Navigation Bar's hide knob.
3. Hover over the Site Navigation Bar's knob which shows it is hidden.
Actual Results:
A tooltip with no text inside it appeared
Expected Results:
A tooltip with 'Site Navigation Bar' inside it should appear
I am using the Breeze theme, but the problem also occurs in the default theme.

no tooltip for grippy when link toolbar visible, empty tooltip when collapsed
I expect this is related to the default tooltips bug : bug 102972

Reports of this same problem are duped to bug 102972. I can't see how this one
is any different.
