Currently there is no way, AFAICS, to get from the To: field to the subject
field and the text field by using the keyboard. The Tab key does this in NS 4.x:
Tab in To: -> Subject
Tab in Subject -> Message Text
Enter in the subject field should also take you to the text area.
If I want to format the text without using the mouse, I can use the menu
shortcuts, so Tab-ing to the format drop-down fields is unnecessary and, in
fact, it's annoying if you have to tab three times to get from the subject field
to the text area.
