I was going to say you need to be using "move on manual mark of junk", but 20030507 is too old of a build for that. looking into it.

Per comment 3, this happens with automatic-move on mark-as-junk. Per the dupe, this happens even if no message is being viewed. It does not happen if the toggle in the Junk column is used; only for the context menu on an unviewed message. If the message is viewed, and move-on-mark is being used, the Junk header is briefly displayed, then disappears when a different message is selected. This is related to bug 200138/bug 205529.
