Frequently I find that I close a browser window, and have no others open. The
only indication that mozilla is still running is the open download manager window.
But there is no way of bringing up a new browser window from this download
manager window. Instead, I have to quit and restart mozilla to get a browser window.
The download manager needs to have a (collapsed/hidden) full mozilla menu which
can be used to Do Stuff like open a new browser window. Since the download
manager window is a one-off, it's permanent, unlike come-and-go ephemeral
browser windows. It needs more UI functionality.

You don't have to quit. Just restart the browser.
It's like other programms. If you close the programm you have to start it again.
So I don't see it as a bug => marking enhancement and changing summery
