When only the case changes in the URL, the back button thinks it is still the
same page and skips over the previous page.  Forward button does same.

Reproducible: Always

Steps to Reproduce:
1. go to a www.mozilla.com (type in location bar)
2. go to www.wikipedia.org/wiki/Cold_War  (type in location bar)
3. go to www.wikipedia.org/wiki/Cold_war  (type in location bar)  (It is a
different page Cold_war instead of Cold_War (Different content too.))
4. go to www.slashdot.org (type in location bar)
5. hit back
6. hit back
7. hit forward
8. hit forward
Actual Results:  
When you hit Back the first time, it goes to www.wikipedia.org/wiki/Cold_war .
The second time you hit Back, it goes to www.mozilla.com .
When you hit Forward the first time, it goes to www.wikipedia.org/wiki/Cold_war .
The second time you hit Forward, it goes to www.slashdot.org .
The Back/Forward history is:
www.mozilla.com
www.wikipedia.org/wiki/Cold_war
www.slashdot.org

Expected Results:  
When hitting Back and Forward it should go to www.wikipedia.org/wiki/Cold_War as
well.
The Back/Forward History should be:
www.mozilla.com
www.wikipedia.org/wiki/Cold_War
www.wikipedia.org/wiki/Cold_war
www.slashdot.org
