canceling prefs sends windows to back

Details
I brought up the prefs UI and clicked around in the categories. Then I clicked
the cancel button. This caused all my windows to be sent to the bottom of the
window stacking order, rather than just closing the cancel dialog.

i cannot reproduce this with today's build on linux, 1999-12-07-08m12. (unable
to test with today's windows build as it's horked.) so am gonna mark this as
wfm, for the nonce.
however, could you tell me which windows build you used? thx!

ah! was able to repro this on NT using the 1999121915-m13 bits, so reopening...
