Build Identifier: Mozilla 1.4-RC3

Just did a fresh install of Mozilla 1.4 RC3 after uninstalling Mozilla 1.3.  
When mozilla starts up, a Windows dialog box appears saying:

Mozilla.exe - Entry Point Not Found

The procedure entry point ?flush@nsOutputFileStream@@UAEIXZ could not be 
located in the dynamic link library xpcom.dll.

Reproducible: Always

Steps to Reproduce:
1. Install Mozilla
2. Try to start it
3.

Actual Results:  
The dialog box described above appears

Expected Results:  
Mozilla should have started without this error
did you install to an empty directory?  (uninstalling the old build is not enough)
